Hamas Denies Blocking Gaza Handover
Spokesperson Hazem Qassem reaffirmed the group's stated readiness to transfer all governing functions — security responsibilities included — to the National Committee for Gaza Administration, based in Cairo, describing the arrangement as one already sanctioned by all relevant parties.
In Qassem's telling, the true bottleneck lies elsewhere. He accused both Israel and Nikolay Mladenov, executive director of the Board of Peace, of deliberately bundling all negotiation tracks into a single unresolved issue — a tactic he argued fundamentally contradicts President Donald Trump's framework for achieving peace in Gaza.
He went further, charging the Board of Peace with failing to exert any meaningful pressure on Israel to permit the National Committee to physically enter Gaza, or to secure the funding and resources the body needs to become operational.
The governance structure underpinning the dispute was announced by the White House on Jan. 16, when Washington unveiled a transitional administrative blueprint for Gaza built around three institutions: the Board of Peace, the National Committee for Gaza Administration, and the International Stabilization Force.
Qassem's remarks arrive as negotiations toward a second phase of the agreement — which entered into force on Oct. 10 — remain effectively stalled, with Hamas simultaneously escalating accusations that Israel is multiplying ceasefire violations and eroding the foundations of the accord.
